Education is one of the key words of our time. A man without an education, most of us beli

eve, is an unfortunate victim of adverse circumstances, deprived of one of the greatest twentieth-century opportunities. Convinced of the importance of education, modern states " invest " in institutions of learning to get back "interest" in the form. of a large group of enlightened young men and women who are potential leaders. Education, with its cycles of instruction so carefully worked out, punctuated by textbooks—that purchasable wells of wisdom—what would civilization be like without its benefits?

So much is certain: that we would have doctors and preachers, lawyers and defendants, marriages and births—but our spiritual outlook would be different. We would lay less stress on "facts and figures" and more on a good memory, on applied psychology, and the capacity of a man is to get along with his fellow-citizens. If our educational system were fashioned after its bookless past we would have the most democratic form. of "college" imaginable. Among tribal people all knowledge inherited by tradition is shared by all; it is taught to every member of the tribe so that in this respect every- body is equipped for life.

It is the ideal condition of the "equal start" which only our most progressive forms of modern education try to regain. In primitive cultures the obligation to seek and to receive the traditional instruction is binding to all. There are no "illiterates"—if the term can be applied to peoples without a script—while our own compulsory school attendance became law in Germany in 1642, in France in 1806, and in England in 1876, and is still non-existent in a number of "civilized" nations. This shows how long it was before we deemed it necessary to make sure that all our children could share in the knowledge accumulated by the "happy few" during the past centuries.

Education in the wilderness is not a matter of monetary means. All are entitled to an equal start. There is none of the hurry, which, in our society, often hampers the full development of a growing personality. There, a child grows up under the ever-present attention of his parents' and therefore the jungles and the savannahs know of no "juvenile delinquency". No necessity of making a living away from home results in neglect of children, and no father is confronted with his inability to "buy" an education for his child.

Why do modern states invest in institutions of learning?

A.To get a repayment for what an individual's education has cost.

B.To get rewards for what they have spent.

C.To charge interest.

D.To give all the children free education.

Yes, that college tuition bill is bigger this year.

Confirming what students and their parents already knew, an influential education think tank (智囊机构) says that states are passing along their budget woes (因难) to public university students and their families. Tuitions are rising by double digits in some states, while the amount of state funded student aid is dropping.

The result, says the National Center for Public Policy and Higher Education in San Jose, Calif., is "the worst fiscal news for public higher education institutions and their students in at least a decade."

Although incomes are rising by only 1% to 2% in most states, tuition at four-year public schools leapt by 24% in Massachusetts, 20% in Texas and 7% nationally since the 2001-2002 school year, the center says.

State budget deficits (预算赤字) are the cause. Nationally, states spend about 48% of their revenue on education, or about $235 billion in 2001 for kindergarten through college, says the National Governors Association. Elementary and secondary education budgets are protected in many state constitutions, which means they are generally the last expense that states will cut. But higher education is vulnerable to budget cuts--and tuition increases: After all, no one has to go to college.

Colleges and universities "have clients they can charge," says the National Center's president, Patrick M. Callan. Tuition "is the easiest money to get," he adds.

The pressure to raise tuition is particularly intense because states froze or even cut state university tuition during the 1990s. With its eye on the knowledge-driven economic boom, the University of Virginia cut tuition by 20% in 1999. This year, although per-capita income grew by less than 1% in Virginia, the state raised tuition at its four-year colleges by 9% and cut student aid by 8%, about $10 million.

The rising cost of public education, and the fear that it is financially squeezing some students out of an education, have prompted some state universities to adopt a practice long used by private schools to attract students: tuition discounting. In tuition discounting, colleges turn around a share of the tuition paid by some students, and use it to pay for scholarships for others. Private colleges typically return $35 to $45 in scholarships for every $100 they collect in tuition revenue. But until recently, states have viewed discounting as politically unpopular.

There are a few steps students and their families can take to offset rising tuitions, but not many. Because colleges are always interested in raising academic quality, talented students can pit one college against another in hopes of raising their financial-aid offer. Some colleges now invite students to call and renegotiate their aid packages if they get a better offer from another institution.

College education becomes costlier because______.

A.the state-funded student aid is increased

B.the budgets for elementary and secondary education are increased

C.colleges can no longer depend on states for fund

D.higher education budget will get cut by states

Americans who remember “the good old days” are not alone in complaining about the educ
ational system in this country.Immigrants(移民) complain, too.Lately a German friend was filled with anger when he learned that the mathematics test given to his son on his first day as a college freshman included multiplication and division.Japanese businessmen in Los Angeles send their children to private schools staffed by teachers imported from Japan to learn mathematics at Japanese levels, generally considered at least a year more advanced than the level here.

But I wonder:If American education is so poor, why is it that this is still the country of innovation. When I was 12 in Indonesia,I had to memorize the names of all the world's major cities, from Kabul to Karachi. At the same age,my son,who was brought up a Californian, thought that Buenos Aires was Spanish for good food. However, unlike children of his age in Asia and Europe,my son had studied creative geography. When he was only 6,he drew a map of the route that he traveled to get to school, including the streets, the traffic signs and the houses that he passed.

Dissatisfied American parents forget that in this country their children are able to experiment freely with ideas; without this they will not really be able to think or to believe in themselves.

Critics of American education cannot grasp one thing:freedom.America,I think,is the only country that extends even to children the license to freely speak, write and be creative. Our public education certainly is not perfect, but it is a great deal better than any other.I think I have found the answer to my question.

Why I Came to College(1) Why have I chosen to attend college? I have put this question t

Why I Came to College

(1) Why have I chosen to attend college? I have put this question to myself at many times and in various forms during the past three and a half months which have constituted the first semester of my freshman year. Have I come because of parental influence, or because I have some goal of my own that I wish to pursue? After pondering these questions on many occasions, I have finally reached the conclusion that I have come to college not for one single reason, but for many, and that it is something that I truly want to do.

(2) Originally, my parents did influence my opinions about education in general. My mother, an elementary school teacher, was always proud of my academic successes, but she never really pushed me or demanded that I achieve excellent grades. However, from the beginning of my schooling, my parents seemed to assume that I would attend college, and by the time I reached high school, I had become accustomed to that idea as well.

(3) When I entered high school, I enrolled in the college preparatory program offered there, looking ahead four years to college attendance. However, as I proceeded further through high school into my junior and senior years, I became genuinely interested in many of the subjects which I was studying. Chemistry, physics, and calculus were the courses which held my interest most strongly and I felt that I wanted to continue to study those areas beyond the high school level. Up to that point in my life, I had always claimed that I wanted to attend college. but didn’t realize why until my high school career drew to a close.

(4) Finally, I began to recognize in myself a strong drive to obtain knowledge. I knew that I would not be content to simply end my educational career with high school and enter the working world. I truly felt a need to continue learning in order to gain a better understanding of the world around me. My final decision to attend college seemed a natural one, and my choice of engineering as a field of study came easily as well, since the profession fit well with my academic preferences.

(5) The fact that I enjoy learning and gaining knowledge was my main reason for choosing to enter college, but I must admit that it was not the sole reason. In today’s world, a college education has become almost essential if one wishes to compete in the job market. In the next several years, this trend will surely continue, with a Bachelor’s degree becoming almost indispensable if one wishes to find a worthwhile position, and a Master’s degree becoming highly desirable for advanced positions. Although it may sound materialistic, I felt that attending college was a practical and necessary step which I took to ensure a secure future for myself and my family. I made my choice to study engineering primarily on the basis of my love of mathematics and the physical sciences; however, the fact that it is a well-paid and respected profession did have some influence on my final decision to study engineering, rather than a pure science curriculum. Either field would have allowed me to study those subjects which hold my interest, but the decision to pursue the one which would ultimately be more profitable was not a difficult choice to make.

(6) A third reason that I am attending college is that I have always hoped that I could make a contribution to the world. I knew that a career involving science and technology would give me the best opportunity to do this. I also knew that in order to pursue such a career, I would be required to go through college. Hopefully, this will enable me to someday make a contribution to the expansion of the frontiers of society’s knowledge, and to in some way benefit mankind.

(7) Finally, I chose to attend a diversified college, as opposed to a purely technical institute, because I feel that college should allow a person to grow in areas other than pure academics. It should also expose that student to a variety of social and political ideas, helping to expand his mental horizons. Attending Rutgers University has definitely allowed me to come into contact with a wide variety of lifestyles which could only be found together on a collegiate campus. Additionally, while I am able to major in a scientific field at Rutgers, I am able to simultaneously take courses which explore other fields of study and allow me to become a more diversified and well-rounded person. This overall gain of general knowledge which is available only to the college student is another reason that I was lured toward the pursuit of a higher education.

(8) Thus, I came to college not for one reason, but for several different ones. It was something that I had planned, even without fully knowing why, for several years. It was certainly the next logical step in my educational career after the completion of high school. However, only in my final two years of high school did I actually begin to recognize in myself the inherent desire to obtain information and learning which pursue the other goals which I had set for myself. I also knew that I wanted to become a more diversified person, and that a college education was the best means to attain that end.

(9) Why have I chosen to attend college? Sometimes I am unsure of the exact reason myself. I am sure, however, that it is what I should do and what I want to do with the next four years of my life.

The signs of the degeneration of American society and of Western civilization are all

too plain: declining educational standards, rising crime, disintegrating families and record rate of suicide among the young.Able-bodied beggars have become a common sight in cities from San Francisco to Washington, as well as in London and Paris.

Murders involving guns in New York City are now more than 30 times what they were half a century ago. Racial polarization has become far more common on college campuses than it was 20 years ago, and separate living arrangements have been created by college administrators who nevertheless proclaim their devotion to"diversity".

Official irresponsibility in Washington is symbolized by the soaring national debt-during a decade when government revenues doubled. And the new tax increases will not reduce this debt by one penny because spending has not been cut but simply renamed"investment."

Worst of all, much of the degeneracy of our times is not merely tolerated but celebrated. The crude words of“rap” music have beensanctified in editorial columns and by PhD.s at respected universities.Multiple murderers are mourned at their executions. An accused child molester (骚扰儿童者) on the Stanford University faculty has a medal struck in his honor after he commits suicide when confronted with the charges.

Despite a long history of struggle by blacks for better education, it has now become common in ghetto schools for those black youngsters who excel academically to be denounced for“acting white”--and to face social exclusion, or even physical violence, from their classmates.

The barbarians are not at the gates. They are inside.

Directions: Read the following passage and the statements that follow. Choose the best

answer for each statement from the four choices marked A, B,C and D.

“It hurts me more than you”, and “This is for your own good.” These are the statements my mother used to make years ago when I had to learn Latin, clean my room, stay home and do homework.

That was before we entered the permissive period in education in which we decided it was all right not to push our children to achieve their best in school. The schools and the educators made it easy on us. They taught that it was all right to be parents who take a let-alone policy. We stopped making our children do homework. We gave them calculators, turned on the television, left the teaching to the teachers and went on vacation.

Now teachers, faced with children who have been developing at their own pace for the past 15 years, are realizing we’ve made a terrible mistake. One such teacher is Sharon·Klompus who says of her students—“so passive”—and wonders what happened. Nothing was demanded of them, she believes. Television, says Klompus, contributes to children’s passivity. “We’re not training kids to work any more,” says Klompus. “We’re talking about a generation of kids who’ve never been hurt or hungry. They have learned somebody will always do it for them. Instead of saying ‘go look it up’, you tell them the answer. It takes greater energy to say no to a kid.”

Yes, it does. It takes energy and it takes work. It’s time for parents to end their vacation and come back to work. It’s time to take the car away, to turn the TV off, to tell them it hurts you more than them but it’s for their own good. It’s time to start telling them no again.

B.they have done too much homework
